Australia requires all flights be able to communicate with and to maintain a listening watch with the appropriate aeronautical station while operating over water in a FIR administered by Australia, whether or not the flight is to be conducted in controlled airspace. Communications in the Nandi and Sydney FIR's are conducted only in SSB (upper sideband) mode. Requirements for reporting will be specified by the appropriate air traffic services units. Alternative arrangements may be approved but such approval must be obtained before departure.
