AIRCRAFT ENTRY REQUIREMENTS
1. All private and nonscheduled commercial aircraft overflying or landing for commercial or noncommercial purposes must obtain prior permission from the Director of Civil Aviation, Ministry of Public Works, Transports, Post, and Telecommunications, B.P. 372, Cotonou, Benin (TELEGRAPHIC ADDRESS: MINITRANSPORT COTONOU TELEX: NONE) at least 48 hours prior to departure. In case of emergency, authorizations for civilian flights may be obtained through the American Embassy, B.P. 2012, Cotonou, Benin.
2. All requests must include:
a. Name of aircraft operator;
b. Type aircraft and registration marks;
c. Date, time and airport of origin;
d. Date, time and airport of arrival in Benin;
e. Date, time and airport of departure from Benin;
f. Number of crew members;
g. Number of passengers; and
h. Purpose of flight.
3. Any request for change in the authorization granted must be resubmitted to the Ministry of Public Works at least 24 hours during the workweek, and 48 hours on weekends and holidays, before the aircraft's estimated time of departure or arrival.
CORPORATE AIRCRAFT CONSTRAINTS
Case-by-case consideration. Flights to/from Israel or South Africa are likely to be disapproved.
SPECIAL NOTICES
1. All aircraft authorized to land in Benin must make the first landing at either of the two customs airports-Cotonou or Parakou. For landing at Parakou, Ministry of Interior permission is needed; this can be obtained through the Director of Civil Aviation.
2. No authorization will be granted to aircraft carrying aerial photography equipment.
3. Overflights of Beninese territory by all aircraft other than regularly scheduled commercial flights are permitted only with personal authorization of the President of the People's Republic of Benin. Aircraft operators with the intention to overfly Benin should request permission from the government of The People's Republic of Benin through normal channels and inform the American Embassy at Cotonou at least 15 days before scheduled overflight. Aircraft operators should not attempt overflight unless advised of authorization.
