PERSONAL ENTRY REQUIREMENTS

HEALTH & IMMUNIZATION: Yellow fever vaccination certificates are required for travelers over one year of age arriving from infected areas and also when leaving Ethiopa. The U.S. Public Health Service Advises that a malaria risk exists below 2,000 meters throughout the country.

AIRCRAFT ENTRY REQUIREMENTS

1. All private and nonscheduled commercial flights overflying or landing for commercial or noncommercial purposes must obtain prior permission from the Civil Aviation Authority, P.O. Box 978, Addis Ababa, Ethiopia (TELEGRAPHIC ADDRESS: CIVILAIR ADDIS ABABA/TELEX: CIVILAIR 21162) at not less than 15 days prior to departure (not less than 7 days if commercial telegraph is used). Only requests via telegraph must include provision for pre-paid response. All request must include:

a. Name and complete address of aircraft operator, owner, or charterer;

b. Type of aircraft, registration marks, and call-sign;

c. Points of departure and destination;

d. Date and time of arrival and departure;

e. Purpose of flight and name of captain, number of passengers and/or description and weight of cargo;

f. Point of entry into Ethiopia (latitude and longitude) and route of flight;

g. Point of exit (latitude and longitude) and route of flight;

h. Proposed altitude or flight level;

i. Radio frequencies; and

j. Handling agent in Ethiopia. Aircraft shall not enter Ethiopian airspace prior to obtaining the necessary permit.

2. Charter flights landing for commercial purposes shall not be operated to or from Ethiopia without the prior approval of the Ethiopian Civil Aviation Authority. Applications or charter must be in the hands of the Civil Aviation Authority not less than 7 days prior to the proposed date of operation. License applications are to be forwarded along with the permission request and must include:

a. Name and complete address of aircraft operator, owner, or charterer and local agent if any;

b. Type of aircraft registration marks, and call-sign;

c. Points of departure and destination;

d. Date and time of arrival and departure;

e. Type of charter;

f. Whether charter is in conformity with IATA Resolution NR 045 or not;

g. Complete itinerary, including dates, times, and places of stop;

h. Number of crew and number of passengers and/or description and weight of cargo;

i. Copy of a completed charter application using the form shown as attachment ``A'' and/or ``B'' to IATA Resolution NR 045; and

j. Name of passengers if charter originated in Ethiopia.

3. All times are requested to be shown in UTC. Communications filed through commercial telegraphic services must be on a reply-paid basis.

SPECIAL NOTICES

1. Eritrea Entry Requirements: All travelers to Eritrea must obtain separate entry permits from Eritrean Delegation abroad prior to arrival. Onward travel from Eritrea to other stops in Ethiopia requires an Ethiopian visa as well.

2. Aircraft Entry Requirements for Eritrea: Scheduled international operators need to negotiate an air agreement with or apply for special authorization to : Chief, Eritrean Civil Aviation Authority, P.O. Box 252, Asmara, Eritrea, (AFTN: HAASYAYX, or TELEX: 11334151 HOVA-x.) For nonscheduled air traffic, prior permission is required for any civil aircraft intending to carry out a nonscheduled or a series of nonscheduled flights in transit (overflight) or for the purpose of making commercial or noncommercial landing in Eritrea, disembarking or taking on passengers or cargo mail. Application for permission shall be submitted to the Eritrean Civil Aviation Authority. The application should reach the Eritrean Civil Aviation Authority at least one week before the time of proposed operation. The application for permission should include the following information:

a. Aircraft registration marks and call-sign;

b. Type of aircraft;

c. Operator/owner of aircraft and postal address;

d. Point of departure and destination; and

e. Point of entry/exit and estimated time offer the boundary of the Eritrean territory within the Addis Ababa FIR.

3. All aircraft registered in South Africa, aircraft chartered or owned by the South African Government, aircraft chartered or owned by South African nationals or citizens or persons residing in South Africa and any aircraft of other nationalities leaving from or bound for South Africa are not authorized to overfly Ethiopian Territory or land at aerodromes in Ethiopia.

4. Due to the presence of various types of birds on and in the vicinity of Dire Dawa and Asmara airports, pilots should exercise caution during landing and take-off.
