HEALTH & IMMUNIZATION: Yellow Fever Vaccination Certificates are required for travelers arriving from infected areas, and also for all travelers arriving from Panama and any country in Africa and South America, any part of which lies between 15 degrees North Latitude and 10 degrees South Latitude. The U.S. Public Health Service reports that a malaria risk exists throughout the country.

AIRCRAFT ENTRY REQUIREMENTS

1. In March, 1993, the Economic Community of West African States Peace Monitoring Group (ECOMOG) entered and gained control over Roberts International Airport (RIA) located 25km east of Monrovia. As a result of this operation, both RIA and Spriggs-Payne (near downtown Monrovia) are under the jurisdiction of the interim government of National Unity. (IGNU). ECOMOG provides basin security for the Monrovia metropolitan area, including Spriggs-Payne. ECOMOG presently controls the area around RIA. RIA has not been operational for normal air traffic since mid 1990 because of damage resulting from the civil war and remains nonoperational. The interim government, however, has initiated plans to make RIA operation. However, it remains unclear if and when the necessary repair and reconstruction work will be done and when international commercial and/or military flights to RIA will commence.

2. Since early 1991 Spriggs-Payne, formerly a domestic airport, has handled limited international flights for Liberia. It now has scheduled commercial connecting flights to Freetown, Sierra Leone; Conakry, Guinea; Abidjan, Ivory Coast and Lagos, Nigeria.

3. All foreign civilian and military registered aircraft wishing to overfly or land at Liberia's aerodromes should comply with the following provisions. These provisions; however, do not apply to normal scheduled commercial flights. Permission to overfly Liberia's airspace or land at its aerodromes is subject to prior request and approval. Request should be sent to the Director, Bureau of Civil Aviation, Ministry of Commerce, Industry and Transportation, Second Floor, Ashmum Street, Monrovia, Liberia (TELEPHONE;231 222 040 FAX 231 223-286.)

4. The request should include the following details:

a. Name of the company or owner of aircraft;

b. Type of aircraft;

c. Registration or call sign;

d. Name of pilot and nationality;

e. Number of crew and nationality;

f. Point of origin of flight;

g. Purpose of flight;

h. Date and time of aircraft arrival;

i. Airport of landing in Liberia;

j. Date and time of aircraft departure; and

k. Point of destination.

5. Applications not containing this information will be disregarded. Aircraft shall not overfly or land in Liberia unless they are in possession of relevant permission. Aircraft not in possession of permission are liable to penalties.

6. Aircraft with permission are to follow as close as practicable to the approved arrival and departure times. Approved requests will be void after 24 hours of the date/time of entry (if not actually used).

7. Clearance for technical stops are granted upon request through the radio controller at Spriggs-Payne. No advance notification is necessary because of the nature of technical stops.

CORPORATE AIRCRAFT CONSTRAINTS

Flights to/from South Africa, even with intermediate stopover points, are prohibited. No other constraints reported.

Issued by ECOMOG in a press release dated 15 Nov 92: ECOMOG peacekeeping force wishes to state that the Spriggs-Payne airport is absolutely safe and free for all aviation commercial operations. This statement has become necessary to reassure all airline operators of the safety of the airfield. ECOMOG wishes to reaffirm that its air task forces are in firm control of the Spriggs-Payne Airport. All airline operators are safe and free to operate into and out of Spriggs-Payne Airport. Aircraft operating into the airport are advised to contact and clear with the military airport commandant before landing. ECOMOG also wishes to reemphasize that all airports in NPFL controlled areas remain closed in strict compliance with the ECOWAS imposed sanctions against the warring factions.
