AIRCRAFT ENTRY REQUIREMENTS
1. All private and nonscheduled commercial aircraft overflying or landing for commercial or noncommercial purposes must obtain prior permission from the Ministry of Civil Aviation. Aircraft intending to utilize standard air corridors and international airports in the Soviet Union should submit their request via telex directly to the Ministry of Civil Aviation, far enough in advance so as to reach the Ministry at least 5 working days (3 weeks suggested) prior to departure (TELEGRAPHIC ADDRESS: International Department, Ministry of Civil Aviation, Leningradskiy Prospekt 37, Moscow/TELEX: 411182 AFL SU). Requests for aircraft using non-standard routings and/or intending to land at airports normally serving only domestic traffic should be submitted through the Economic Section of the U.S. Embassy in Moscow, APO, NY 09862 (TELEGRAPHIC ADDRESS: Amembassy Moscow/TELEX: 413160 USGSO SU).
2. All requests must include:
a. Nationality and registration marks of the aircraft;
b. Aircraft owner, operator or leaseholder who guarantees due payment for services and duty payment
to the USSR;
c. Type of payment (payment in cash - indicate currency; payment by written order - indicate the
account number and the payer bank address);
d. Aircraft type and modification;
e. Aircraft maximum take-off weight;
f. Flight number, flight date and schedule (in UTC) with indication of airways, estimated time over entry/exit point into and out of Russian airspace;
g. Airports of planned passenger, cargo and mail embarkation and disembarkation;
h. Purpose of flight;
i. Number and nationalities of passengers on board, (private aircraft give passport numbers and country of issuance);
j. Type and amount of cargo;
k. Name and nationality of the pilot-in-command and crew members;
l. Aircraft call-sign;
m. HF and VHF frequencies which are likely to be used in flight; and
n. Applicant's name and address.
3. All flights must have a Soviet escort crew (navigator and radio operator) on board unless stipulated to the contrary in the authorization. All expenses connected with employment of the escort crew will be borne by the individual or company requesting flight coverage. Escort crews should be picked up at the nearest stop prior to entering Russian airspace. Approval of flight request implies escort crew will be available at point, and at time designated in request.
