AIRCRAFT ENTRY REQUIREMENTS

1. All private and nonscheduled commercial aircraft overflying or landing for commercial or noncommercial purposes must obtain prior permission from the Bulgarian Ministry of Foreign Affairs, Consular Department,

25 Khan Krum St., Sofia, Bulgaria. All requests must be submitted through the American Embassy, I Alexander Stamboliski Boulevard, Sofia, Bulgaria (TELEGRAPHIC ADDRESS: AMEMBASSY SOFIA/TELEX: 22690) so as to reach the Ministry of Foreign Affairs at least 7 working days prior to departure. All requests must include:

a. Aircraft nationality;

b. Name and address of person or company applying for flight clearance and name of aircraft owner;

c. Aircraft type and registration marks;

d. Air speed, radio call and communication and navigation equipment on board;

e. Date and time of departure complete route of flight and times and points of entry into and exit from Bulgarian airspace;

f. Flight altitude to be used;

g. Last airport of departure before entering Bulgaria, airports of landing in Bulgaria, if landing, and first airport of landing after leaving Bulgaria;

h. Name and nationality of pilot and number and names of crew;

i. Purpose of flight;

j. Number of passengers and type and amount of cargo;

k. Fuel or other services required in Bulgaria;

l. Guarantee of passenger and third party insurance and that the crew is familiar with Bulgarian Air Regulations; and

m. Address to whom the flight clearance is to be forwarded.

NOTE-
AFTN or TELEX NR will suffice.

2. Flights may not enter Bulgaria without a confirmed entry point. Entry permits are valid for 48 hours from the departure time indicated in the request. Once initial approval is granted, changes within the 48 hour period of validity can be arranged directly through Sofia Airport. Changes to the entry permit must be submitted at least 24 hours prior to departure. The entry permit will become void if the aircraft does not enter Bulgarian airspace within 10 hours of the scheduled entry time and no notification of change or postponement has been received by Bulgarian authorities.

3. Request for overflight and landings should be made at least 7 working days in advance. Any passengers or crew wishing to enter Bulgaria(pass Customs and Passport Control) should acquire a Bulgarian Visa ahead of time at a Bulgarian Embassy or Consular abroad. American citizens should apply 2 weeks ahead of time for visa.

CORPORATE AIRCRAFT CONSTRAINTS

Overflights directly to/from West Berlin are prohibited.

SPECIAL NOTICES

Any person subject to the jurisdiction of the United States or any corporation, partnership, organization or association considering the operation of an aircraft into Bulgaria must review current Department of Commerce and Department of State regulations providing guidance relating to trade and other transactions involving Bulgaria.
