AIRCRAFT ENTRY REQUIREMENTS

1. Private and nonscheduled commercial aircraft overflying or landing for noncommercial purposes need not obtain prior permission; however, a flight plan must be on file.

2. For commercial flights with traffic stops in the Federal Republic of Germany (FRG), transport permission must be requested from the Federal Minister of Transport, Aviation Department, Section 1LR-13. Robert-Schuman-Platz 1, W0 Bonn 2, FRG (TELEGRAPHIC ADDRESS: CIVAIR BONN/TELEX: 885700 BMV d). The application shall be made by the aircraft operating agency actually performing the transport and reach the approving authority not later than two full workdays prior to the beginning of the flight (Saturday is not considered a workday); and, for a series of more than four flights and not later than four weeks prior to the beginning of the intended flights.

3. Applications by Teletype shall contain:

a. Name of operator;

b. Type of aircraft, nationality and registration marks;

c. Information on the type of aircraft noise certificate pursuant to Annex 16 of the Chicago Convention has been issued for the aircraft;

d. Scheduled date and time of arrival in the FRG and expected time of onward or return flight;

e. Departure aerodrome, destination aerodrome(s) in the FRG and final destination aerodrome;

f. Number of passengers, nature and amount of freight, and purpose of flight; and

g. For charters, name and address of charterer.

4. Written applications for chains of flights must be submitted on the form ``Application for Authorization of Charter Flights'' in duplicate. Forms can be obtained from: R. EISENSCHMIDT GMBH, Postfach 110761, W-6000 Frankfurt (Main) 1, FRG (TELEX: 412753 CONFR D). One copy will be returned if the permission is granted with the cover sheet containing the permission. Applications by Teletype for chains of flights will be accepted in exceptional cases only. Planned times of arrival and/or departure of all commercial flights at international FRG airports must be coordinated with the scheduling coordinator. Coordination is also compulsory for noncommercial flights at Frankfurt, Munich and Berlin. Applications shall normally be submitted by Teletype via the SITA network (FRAZRLH FRATALH) using the procedures and formats of the ``STANDARD SCHEDULE INFORMATION MANUAL'' (SSIM). In exceptional cases, applications may be submitted by mail (FRG Scheduling Coordinator, Postfach 750240, W-6000 Frankfurt/Main 75, FRG), via telephone (Frankfurt 6905232, 6905235, 6905234,6905554, 6907195, 6905308, 6905233, 6905027, 6905208, or 6904688) or via the AFTN (EDDFYHYX), or via 1FAX 739-13210 or the public Teletype (412700 FPK d) network. Applications should be made as early as possible. In case of short-term notification or alterations of flights, priority handling of flights previously established times of arrival and/or departure must be expected. Alterations of established times require approval by the scheduling coordinator. Cancellations of previously coordinated flights or cancellations of an established time of arrival or departure shall be reported to the scheduling coordinator without delay.

CORPORATE AIRCRAFT CONSTRAINTS

Flights to/from Jerusalem Airport (Israel) and Ercan Airport (Cyprus) are subject to special restrictions. For information contact Federal Ministry of Transport.

SPECIAL NOTICES

1. Legal Liability Insurance. All non-state owned aircraft flying in Germany must carry a certificate covering third party liability. The liability insurance shall cover personal and property damage caused to a third person not transported in the aircraft during the operation of the aircraft. The amount to be insured is determined in Para 37 LUFTVG (FRG AIR LAW). Instead of obtaining a liability insurance, guarantee may also be given by depositing money or securities. The certificate shall contain the maximum permissible weight of the aircraft, the amount insured, and the period of insurance coverage and be issued in German, English, French or Spanish. If such a certificate is not carried, operation of the aircraft after its first landing within the area of applicability of the LUFTVG may only be continued if liability insurance has been obtained for this operation.

2. Air Passenger Accident Insurance. Aircraft operating agencies are obligated to insure the passengers against accidents. In case of embarkation of new passengers in the FRG in nonscheduled commercial traffic, an air passenger accident insurance certificate shall be submitted to the Federal Minister of Transportation as outlined below, and carried on board.

We, ...(Insurance Company)... herewith declare that we have effected an air passenger accident insurance in the name of ...(aircraft operating agency)... for those passengers embarking aircraft owned or operated by this agency within the borders of the Federal Republic of Germany. From the insurance, payments of DM 35,000 in case of death, DM 35,000 in case of permanent disability will be made for each passenger. The insurance begins at the time of embarkation and ends upon disembarkation in the Federal Republic of Germany. Payments due to this insurance will also be made even if a legal liability does not exist. As far as payments due to this insurance are made, the compensation claim will lapse. This insurance will be valid from ......... (time) until ......... (time).
