AIRCRAFT ENTRY REQUIREMENTS

PRIVATE AND NONSCHEDULED COMMERCIAL AIRCRAFT

1. All regularly scheduled international flights into or in transit through Syria operated by foreign airlines must be designated pursuant to bilateral or multilateral agreement signed between Syria and the state where the airline is registered, or the airline must have obtained a temporary permit from General of Civil Aviation (DGCA).

Applications for such permits shall be submitted to the Directorate General of Civil Aviation. Applications for time-table approval shall be submitted in two copies to DGCA-Damascus at least 3 months prior to the proposed date of commencement of operation. All nonscheduled landing flights making nontraffic stops at international airports in Syria may do so without obtaining prior permission. However, an advance notification of at least

24 hours to the Directorate of Air Transportation (OSDIYAYF), the Directorate of Civil Aviation (OSDIYDYX) and the Directorate of Air Control (OSDIYDYX), is required. All nonscheduled landing flights making stops for the purpose of taking on or discharging passengers, cargo or mail, shall apply to the DGCA for permission to carry out such operations not less than 3 days in advance of the intended landing. In exceptionally urgent cases, application for permission may be acceptable if received 24 hours in advance of the time of intended landing. In all mentioned cases, permission for executing the flight must be obtained before commencing the flight.

The application must include the following information in the order shown and addressed to OSIDIYAYF via aeronautical fixed telecommunications network (AFTN) or TELEX: CIVAIR 411928, or FAX: (00963-11) 223-2201:

a. Name and postal address of air carrier;

b. Type and registration of aircraft;

c. Name and nationality of pilot in command;

c. Date and time of arrival or crossing Syrian border;

d. Route followed and itineraries;

e. Purpose of flight;

f. Number of passengers;

g. Nature and amount of cargo;

h. Name, address and business of charterer; and

i. Nature of urgency (in case of 24-hour request).

Applications may be submitted by pilots, operators or their agents and can be made by letter, message of through diplomatic channels. The DGCA-Damascus will not consider any request not in compliance with the aforementioned conditions. All military and governmental aircraft must submit a request 10 days in advance through diplomatic channels. Permission must be obtained before commencing the flight.

CORPORATE AIRCRAFT CONSTRAINTS

Flights destined to, departing from or overflying Israel, Jerusalem, the West Bank, or Gaza are not permitted to fly into or overfly the territory of the Syrian Arab Republic. All flights coming into, departing from or/and overflying Syrian Territories shall be carried out in accordance with valid regulations in Syria regarding civil aviation. Aircraft flying routes or airways in the Syrian Arab Republic shall strictly adhere to the structure of those routes or airways and operate along the center line. Deviation thereto shall be reported immediately to Damascus/ACC on VHF frequencies.

SPECIAL NOTICES

1. Any aircraft entering the Damascus flight information region (FIR) which cannot comply with the lower limits of the air routes (24,000 feet) must obtain prior permission from the Directorate General of Civil Aviation at least 72 hours prior to departure. Requests must include the proposed altitude in addition to the above requirements.

2. Flights destined to, departing from or overflying Israel are not permitted to fly into or over the territory of Syria.

Effective July 1, 1996, every nonscheduled aircraft requesting to overfly Syrian air space, or land in its airports, shall have a legal agent in Damascus who is responsible for its administrative and monetary affairs, or have credit in the commercial bank of Syria, branch number 6, to cover the aviation charges.
