PERSONAL ENTRY REQUIREMENTS

HEALTH & IMMUNIZATION: Yellow Fever Vaccination Certificates are required for all travelers arriving from infected areas. The U.S. Public Health Service reports that a malaria risk exists throughout the country, except for the delta region in the north and areas above 600 meters. Chloroquine resistant P. Falciparum exists in all malarial regions. The U.S. Public Health Service also reports that a plague infection exists and that it is large enough to be considered a threat in the introduction of plaque to other countries.

OTHER: Passengers entering into or departing from the territory of Vietnam by air have to fulfill the entry or exit formalities determined by the Government of the Socialist Republic of Vietnam.

Passengers, pilot-in-command and crew members arriving or departing at the airports of Vietnam, must:

a. Have valid documents (passports or other identity documents in lieu of passports, entry or exit visa, certificates of vaccination) and present their valid documents to the Aerodrome Immigration.

b. Transit passengers staying only at the airport are exempt from transit formalities. In case of leaving the airport for the town, transit passengers and crew members have to fulfill the entry or exit formalities determined by the Government of the Socialist Republic of Vietnam

c. Passengers and crew members have to comply with all regulations concerning order, security, customs and other regulations of the Departments of the Socialist Republic of Vietnam.

AIRCRAFT ENTRY REQUIREMENTS

General Aviation

All flights into, from or over the territory of Vietnam and landing in such territory shall be carried out in accordance with the valid regulations of Vietnam regarding civil aviation. Aircraft landing in or departing from the territory of Vietnam must first land at or finally depart from an international airport

Scheduled Flights

General

1. For regular international scheduled flights operated by foreign airlines into or in transit across Vietnam, the following requirements must be met:

Documentary Requirements for Clearance of Aircraft

It is necessary that the undermentioned aircraft documents must be submitted by airline operators for clearance on entry and departure of their aircraft to and from Vietnam. All documents listed below must follow the ICAO standard format as set forth in the relevant Appendices to Annex 9 and are acceptable when furnished in English an completed in legible handwriting. No Visas are required in connection with such documents.

NOTES:

(a) One copy of the General Declaration is endorsed and returned by Customs signifying clearance.

(b) If no passengers are embarking (disembarking) and no articles are laden (unladen), no aircraft documents except copies of the General Declaration need to be submitted to the above authorities.

Nonscheduled Flights

Procedures

1. Foreign aircraft which carry the Heads of States or special delegation to visit Vietnam at the invitation of the Socialist Republic of Vietnam, and military aircraft or aircraft of a military character of foreign States operating within the airspace of Vietnam will apply for a special procedure to be issued by the Council of Ministers of the Socialist Republic of Vietnam.

2. Foreign aircraft which have signed the Air Transport Agreement with the Socialist Republic of Vietnam or have been permitted to conduct their flights into, from, within or in transit across the airspace of Vietnam, and who now wish to perform nonscheduled or additional flights, must send an application for permission at least 7 days in advance to the Air Transport Department or Air Navigation Department CMV at the addresses listed under 3.2. To revise the details of permitted flights, an application for permission must be sent to Tnung Tam Quan Ly Bay Dan Dung Vietnam -D CMV at the address listed under 3.2 at least seven days before operating.

3. Foreign aircraft without permission but intending to fly into, or fly across the airspace of Vietnam, must send an application for per mission to the Government of the Socialist Republic of Vietnam through the Ministry of Foreign Affairs at least 7 days in advance or to the Vietnamese Embassies or Consulates abroad at least 10 days in advance.

4. After getting the flight permit, airlines of foreign states have to submit their flight plan to Tnung Tam Quan Ly Bay Dan Dung Vietnam at least 24 hours in advance of departure time from the last airport of foreign states and must pay all charges determined by the Civil Aviation Administration of Vietnam.

5. An application for permission must contain the following items:

a. Name and address of operator (AFTN and postal addresses);

b. Aircraft nationality;

c. Type and call sign and registration mark of aircraft;

d. Name and nationality of Pilot-in-command and crew members;

e. Estimated date and time of flying over the entry or exit points, arrival on or departure from Vietnam;

f. Flight route, cruising level and speed;

g. Purpose of flight, number of passengers, amount and nature of cargo; and

h. Frequencies of radio communication in use and other communication equipment involved in the flight.

Documentary Requirements for Clearance of Aircraft

Same requirements as for scheduled flights as above.

SPECIAL NOTICES

Any person subject to the jurisdiction of the United States or any corporation, partnership, organization or association considering the operation of an aircraft into Vietnam must review current Department of Commerce and Department of State regulations providing guidance relating to trade and other transactions involving Vietnam.

FEES

1. The types of charges set out hereunder are common to all Vietnam Airlines administered aerodromes.

2. Charges for services and facilities not mentioned (e.g. for the carriage of baggage between aircraft and terminal buildings) may vary from airport to airport and information concerning such charges may be obtained at the airport. 3. Unless an alternative arrangement has been made, all charges for use of the airport are payable by the pilot of the aircraft when departing from the airport.
