OTHER: Persons remaining in Yugoslavia for professional purposes may do so for the validity period of their entry visas, up to 1 year in most cases. Extensions are handled on an individual basis. Exit visas may be required following stays of several months.

AIRCRAFT ENTRY REQUIREMENTS

1. Clearance procedures: Request for each flight of a foreign aircraft into Yugoslav airspace, and confirmation of the flight plan, should be submitted to the Federal Air Traffic Control Authority. Requests are required for all flights in nonscheduled international public air services, including general aviation flying outside of the airways; flights carrying dangerous goods, weapons, ammunition, or deported or extradited persons; and for exhibition flights, and sporting contests.

2. Requests for flight clearance must include the following information:

a. Owner's name;

b. Aircraft operator or charterer and their address;

c. Type of aircraft and flight number (call-sign);

d. Flight number of registration;

e. Purpose of flight;

f. Aerodrome of departure and intended landing;

g. Date and period of operation of flight in Yugoslav airspace;

h. ETD, flying zones, routes, entry/exit boundary points; and

i. Other data relevant to the operation of flight or issuance of clearance.

3. The flight clearance for a foreign air carrier or owner of aircraft in nonscheduled public international air services with a commercial landing, will not be issued if the application has not been submitted 24 hours before for 2-4 flights, or 36 hours before a series of more than 10 flights. For a single (one) flight, 1 (one) hour advance notice is requested. Applications should be made directly to Yugoslav authorities and not via U.S. Embassy.

4. Validity of clearances: The flight clearance is valid 30 minutes prior to the estimated time of entry into and 24 hours after the estimated time of departure time from Yugoslav airspace. Changes should be submitted at least 1 hour before entry or before EDT. Beyond the above terms, a new application for flight clearance must be filed. 5. All request must include:

a. Owner's name and/or the aircraft operator or charter and their addresses;

b. Type of aircraft and flight number;

c. Number of passengers per flight;

d. Date of flight within Yugoslav airspace, entry/exit boundary points with the points and route designation to be flown;

e. Certificate of third-party liability insurance;

f. Purpose and kind of charter flight; and

g. The total revenue from the arrangement and the individual passenger/cargo rates charged.

6. Flight clearance points of contact: The flight clearances and confirmation of flight plans and timetables are issued by the Federal Traffic Control Authority. 7. Clearance applications for all foreign state and military aircraft should be submitted to: PASSPORT SECTION, DEPARTMENT OF CONSULAR AFFAIRS, FEDERAL SECRETARIAT FOR FOREIGN AFFAIRS, KNEZA MILOSA 24-25, 11000 BEOGRAD, YUGOSLAVIA (TELEX:11143 YU SSIP; TELEPHONE: 011-685-345).

8. Permission to operate foreign aircraft in nonscheduled air service must be obtained from the Federal Committee for Transportation and Communications. The following limits must be observed prior to the beginning of the air services concerned at least 5 working days for 1 to 4 flights; at least 7 working days for 5 to 10 flights; and at least 15 working days for a series of more than 10 flights. Operation permission must be obtained from the Federal Committee for Transportation and Communications, Bulevar AVNOJ-A 104, 11080 Beograd, Yugoslavia (AFTN: LYBNA, SITA: BEGOMYA, TELEX: 12062 YU DFCA), Telephone: 632-565 and 199-196.

9. All requests must include the following information:

a. Owner's name and/or aircraft operator or charterer, and their addresses;

b. Type of aircraft and flight number;

c. Number of passengers per flight;

d. Date of the flight(s) in Yugoslav airspace, entry/exit boundary points with ETO the points, and route designation to be flown;

e. Certificate of insurance against third parties;

f. Purpose and kind of charter flight; and

g. The price of its arrangement and price of transportation.

Corporate Aircraft Constraints: None. Flights to/from Israel are now approvable without the need for an intermediate technical landing.
