FAA Warns Of Terrorist Threat To Cargo Shipments

May 25, 2002, A report prepared by the Federal Aviation Administration’s office of aviation security research and development warned terrorists could plant a bomb on a passenger jet by shipping it as cargo.  The confidential report, prepared in October 2001, provides a step-by-step guide on how to take advantage of cargo procedures to get a bomb in the belly of a jet. The report was obtained by USA Today.

Despite the warning, sources say the Transportation Security Administration has allegedly failed to remedy system flaws that could prove catastrophic. The article suggests using cargo shipments as a means to carry out a terrorist attack is relatively accessible and risk free. .
